Rather then welding them solid which i realy hate as SOME PEOPLE SHOULD NOT OWEN WELDERS , A&I makes a undersized arms for this perpose and i have had vary good luck with useing them . Remove the old one and replace with and undersized unit put the nut back on a tighten it back down and then there is a 1/2 inch clamp bolt that pulls it tighter . That oil leak can only be comming from the steering shaft seals and that is a 15 dollar repair , as they will leak like that sometimes and then stop lift the rubber dust flap up under the steering wheel and take a look . Now three time is twenty years i had to replace the BIG rubber seal that goes around the steering motor and this could also be the problem.
