Sounds like some bureaucrat has too much time on their hands. If you have a flex fuel vehicle, you have the choice to add as much E-85 and/or gasoline at a time as you wish. That could yield all sorts of mixtures. For our local government offices here, they have hired some of the least competent people imaginable. You look in their eyes and see that no one is at home!
