Yes, it is a true 24v system,isolated, not grounded, for the starter/generator(or alternator) circuit. Everything else runs on 12v, some circuits neg gnd, some pos. The 24v starter is the same generic Delco that has been in use since around 1940 or earlier on Cummins, Detroit, Mack & the military rigs. The problem with the old systems was the 12/24 relay.When starting, that relay would switch the 2-12v or 4-6v batteries from the normal 12v operation to all in series for 24v to the starter, then switch back to 12v when releasing the start button.
The Deere 24/12 system could be compared to the 240/120 panel in your house. Stove, dryer, other 240 appliances are hooked up to line 1 & line 2, isolated from the neutral. 120 appliances & lights are hooked to either line 1 OR line 2 & neutral. If the 120v loads are perfectly balanced, there is actually no load on the neutral.
