case 444 low gear not working

Need help - low gear stoped working got it back to garage in high gear. the rear has crack in it. what would cause low gear to stop working? any idea - should I get a another rear, could it be the hydo cylinder, or the hydro control valve? I spent $800 on at local dealer to replace the PTO with a new PTO kit and I want to save $$$ on this repair if I can find used parts to fix hydro drive.
