Fork Lift Problems

We have an old clark fork lift, which is run on propane. It started running real rich, and using a lot of fuel. I put a rebuild kit in the fuel regulator, and a kit in the heat exchanger unit. This made no difference, it still runs rich, and the heat exchange unit frosts up. It has good hot water flow through the unit. Any suggestions? Thanks Stan
