Does it run well when started Is there any blade on it (Type style condition) Is it Hydraulic, or cable operated What is the condition of the tracks What is the condition of the rails/bogies/sprockets Steering clutch/brake condition General cosmetic condition Date it last ran/worked/pushed Where is it located and what transportation is available These questions are vital to your answer.
