Matt, Im unsure if this is the ONLY problem but heres how you adjust the length of the rod from the governor down to the carbs top throttle. Remove rod n set the hand throttle WIDE OPEN Hold the carbs top throttle to WIDE OPEN Adjust the rod length so its about 1/2 hole
SHORT of just dropping down in. Insure theres nuttin binding up free action like a cotter key somewhere. John T
