A light dusting of Sulphur will usually clear the powdery mildew right up. Make sure you dont clump in on the leaves as thiat wil cause further discoloration. Powdery mildew is cause by humid, dark conditons. I dont think laying the ground fallow will help as Powdery mildew is spread in the air. Try to keep water off the leaves.
