I gotta agree with John T and old. Most likely the LA is not spinning the alternator fast enough to "turn on" the regulator and causing the alternator to commmence to charge. (Not the alternator's fault incidentally - it's an inherent disadvantage of the single wire, self-exciting regulator design).

Suggest fitting the smallest sheave you can find that will fit the alternator. Keep in mind the alternator rotor must be spun at several times the LA's governed RPM cause it to turn it on.

Fortunately once the alternator begins to charge it should continue to do so right down to idle RPM.
