I buy my clevises (and shackles) based on the pin fitting the hole, not by load. Too small a pin in a hole stresses the contact point. That holds true from sailbloats to aircraft. I've examined sailboats that were demasted because of a small pin. The deck eye (hole in the chainplate) fails before the pin does. If you have a 1" hole put a 1" clevis pin through it. You can add a bushing and put a 3/4" pinned clevis (I use 3/4" in my drawbar). If you take up the load quickly the stress to overcome friction/inertia is about twice what a slow, gradual loading places on it. It's always best to err on the side of too strong.

If I put a 6,000 lb dead load on my tractor I'd spin the wheels even with the tires loaded.
