1210 Ford tractor overheats

The problem I have encountered with my 1210 Ford 4X drive tractor is that after about 20 minutes of operation (with a 4 foot shredder)the Temp warning light goes on. I drained the system and when I opened the block drain valve no water came out. I went ahead and flushed the cooling system with a regular commercial system flush,but this didn't help the problem. Question, could the block be so full of crap that that sufficiant coolant isn't getting to the engine, and if so is there a method to clean the block with out having to tear the engine down. any suggestions or fixes would be happily received.
