If you have the correct starter solenoid, it's small terminal is connected to chassis ground by the tranny-top safety start switch when engine cranking is desired. (Chassis ground = the (+) battery terminal.) If you are jumpering it to the small "(-)" terminal on the battery, you might as well be &*##*&$% in the wind, as you can do that until hell freezes over, and no way is the solenoid gonna engage that way! From your statement that the solenoid makes a wimpy sound when the starter buttin is pressed, it is fair to assume the battery is weak, and needs charging.
