Well first off pull the electric sending unit off and install a mechanical gauge , Yes a cam bearing could spin . Yes the throwout bearing could be causeing this but you can drop the long narrow cove plate on the bottom of the center section and look up in there and see if it is stuck or rubbing on the pressure plate fingers . Now if you have steering brakes and the tractor moves that rules out PTO input splines as if they go then everything stops as this drives all the Hdy. pumps and PTO . And if ya don't have hyd. pressure then the T/A will not lock up .
