My part of the country, the local Animal Control (Dog Warden) is the first point of contact. They report up to the State Department of Agriculture. They just opened a Large Animal Shelter at the state Women's Prison where Horses, and I suppose cattle, that are seized would go for rehab or to await a judicial decision. The inmates who tend the prison garden take care of the animals, too.
