On my machine looks like date referred to is 1934; I know that during the depression, at least in the big cities, there were companies that reclaimed motor oil and resold it to cash-starved motorists. Don"t know anything about their process, but this was probably an outgrowth or spin-off (no pun intended). And various other sources I"ve read over the years say the same thing about oil: it doesn"t wear out, it gets dirty and contaminated, altho I note the ad doesn"t say anything about oil breaking down under excessive heat.
