In the past here in Texas I recall the tanks were supposed to be either white or silver. The reasoning was if the tank was a dark color it could absorb heat causing the fuel to expand and the valve to release the excess pressure. I also have a tank that is off white and it's never been an issue, but then it depends on the dealer I suppose. He does look at the date on the tank each time though, seems like at 12 years of age it has to be re-certified.
My guess would be your guy that filled your BBQ tank either just returned from a training class, just graduated and is new, or was just inspected and is doing it all by the book for a while. Easy solution, rattle can some white paint on it and forget it.
