O/T help with wifes caravan

i have a 94 dodge caravan 3.3L. that wont start. if i spay fuel in the thottle body it will start. i am haveing prombloms with power to the fuel pump. when i turn the key on i only hear the fuel pump relay click on about 3 out of 20 times when turning the key on and off. i also have a test light hooked to the conecter so i can see when it flashes. i pulled the tank and fuel pump, and hooked up direct power to the pump and it works. i changed the relay and it does the same thing. figures it happens on a 100 degree day...thanks guys..perry
