I have a 2000 Explorer and the filter is located in the frame right under the drivers feet. It was a bear to get the clips to release. It uses a dual clip design where a second safety clip is installed parallel to the garter clip. It requires a special tool to release the clip so if you did it yourself you probably would have spent in the neighborhood of $40 for filter and tool. The filter itself was $20 at a parts store so I imagine it was more at the dealer. I guess that $58 is about average for the job. I stopped at the dealer and thought I would buy a new oil drain plug for this car. They wanted $14.85 for just the plug. Wow! I ended up down the street at Autozone and got it for $5.
