There's several possibilities, and variations depending upon whether it's a power shift tractor, or not. This advice is geared more towards non-powershift tractors, but powershifts are similar. First of all, make sure the rod that drops down from PTO lever in the steering pedestal to the clutch/PTO valve on the side of the clutch housing is not binding at either end, preventing the PTO valve from fully engaging. (I have seen the pin in the lower clevis rust up, and cause just the problem you're havin.) Damaged or sagged cab mounts will affect the adjustment of the PTO rod, which will affect it locking in. Check the tranmission pump pressure, and PTO clutch apply pressure. If all of the above check out OK, likely there is an internal problem in the clutch/PTO valve. It is not too difficult to remove for repairs.
