I am told that these have very similar operation to the JD balers, so maybe I can help a little. When you say that one side does not cut, do you actually mean it is not severing the twine or is it that the knot is still hung on the billhook? Either way, if it does not tie a good knot on BOTH sides you most likely would have a problem with the tucker fingers, I think. These lie next to the slots that the needles come up thru. They need to retract fully to home position and then move forward and push the needle twine into the twine disk. There is a spring that pulls them back on the JD baler and if this is missing....no knots on both sides. Try that for starters. HTH.
