Freewheeling Fan on JD A

When my '45 A is not running you can spin the fan. Why? I have never seen that on the B's i used to have. The gov gear does slide back and forth a little. I checked my parts tractor and it does the same. I even went as far as to remove the gov assembly from the parts tractor to assess what is up. Got Me? The keeper ring is still on the shaft. I see that when you move the throtle lever in the fast position that it puts pressure against the gear and keeps it in contact. Do I need to dig in or can I let it slide?
