I would guess hang on weights give slightly better traction. The
weight of the water in the tire at the same tire pressure would
cause a slightly smaller contact patch.

Also over bumpy terrain the unfilled tire would be a bit quicker to
conform to bumps in terrain.

What to the pullers use in competition? That would prolly settle it.
