John - You certain the PTO clutch is electric? On several I'm familiar with (all Deere) the PTO toggle switch controls a solenoid valve that in turn engages what I presume is a hydraulically-actuated PTO clutch. When the switch is thrown the clutch brings the PTO RPM up gradually and smoothly - NOT like the electric blade clutch on your typical garden tractor! What kind of tractor are you looking at??
