A lot depends on the tyres, ballast and other factors as to your actual drawbar power.
Even PTO power can be way off for actual examples 40+ years later.
One large factor could be is one of them very tired and the other had a fresh rebuild? Another is have either been fitted with oversized pistons and liners or high compression pistons?
I would not bet any money if both were put on a dyno, unless I knew more....
