Non-Tractor: What is this? (pics)

These were mounted on the box of my 1953 Mercury 2-ton, but mounted so that they detach easily, almost as if they were supposed to be used off of the truck, not actually on it. One is empty, the other contains a liquid. I don't what kind of liquid (cap is rusted on) but I would guess kerosene. What are they? I was thinking they could be old road flares. Am I on the right track? How rare are they, or how much might they be worth? (just want to know how unique they are).
