Control Valve is stuck. If you take a round side cover off(drain some oil down or tilt tractor to the opposite side of cover removed)you will see the two arms coming down from the top cover. They cradle the valve that is not moving. A clip pin on ea arm holds them to the moveable valve. Remove them and try to gently tap the valve or pull out and look for a small piece of brass or sliver that is causing it to stick-loosen it up-best w/o removing it completely and it should work. Caution if something is on 3 pt it may come down with a bang. Remove anything that is on the 3 pt. Chuck
