You can test to see if the neutral safety switch is the culprit. Connect the two wires going into the switch and then attempt to start the tractor. Make certain you have it in neutral, and that you"re sitting on the tractor. If it cranks, the safety switch is probably bad and should be replaced. Do NOT bypass it permanently; do it only as a test. If the starter is still not engaging and spinning the engine, the safety switch is probably OK and there is another problem elsewhere.
