1970 IH 656 Hydro Steering Inoperative

I have a 1970 international 656 Hydrostatic drive utility tractor. I am having no luck figuring out why my power steering won"t work. Just quit all of a sudden last fall when I was using it. Was not cold yet, changed filter anyway. All other hydraulics work fine. I have had the whole system apart. Pump looked excellent, no filings or abnormal wear that I could see. Replaced pressure relief valve in flow divider. Inspected hand pump (below steering wheel) twice and everything looked great. Rebuilt steering cylinder. Checked check valve in junction block, okay. Checked control (pilot valve), spool valve looked good, moves freely; recirculating check ball and plug looked good. I did find that the check valve seat in the pilot valve was blown out and I replaced it and the check valve. Replaced all o-rings and reassembled to specs. I filled the system with Hy-Tran and ran it, still nothing. Will not even steer manually. Does not matter if front wheels are off the ground or not. Should I overfill the reservoir to try and prime the pump? Is there something I am overlooking. I have been struggling with this tractor for 3 months. With a line off of the steering cylinder, the hand pump pushes some fluid out when I turn the wheel in that direction, it is bubbly though. I am scraping for answers. Any help would be appreciated.
