engine reving up and down

Posted this over in the Ford section and didn't get a response. Here was my original question. Tractor is a gas, 4 cyl, Ford 4000. When you increase the throttle to about the place where it should be for the PTO, is jumps about 500 - 1000 rpms. Revs up and down. Something to do with the govener. What should I do? I can idle it at pretty low. So, if you don't know what to do specifically on a 4000, for any general tractor, what would you do. Thanks. Paul
