I agree with "old". While this COULD be a governor wear or adjustment problem, an out-of adjustment or clogged carburetor will cause a surge like this.

At light load, the carburetor is operating on the "idle" circuit, as the throttle opens, fuel flow tranfers to the "load" circuit. There are passages that supply fuel to aid in this transfer, and if they're clogged, the engine will "falter" as the mixture goes too lean. Then, the governor will jerk the throttle open, and fuel flow will be through the "load" circuit, the engine will gain speed, the governor will close the throttle, and the cycle will repeat.
