Could be several problems. make sure you have adequate fuel to the carb by opening the tank valve and then opening the drain plug on the bottom of the carb. I fuel gushes continuously from the bottom of the carb for at least 30 seconds, you have adequate fuel supply. The fact that it will run with the choke on makes me think that you may have a intake manifold leak and/or a leak in the carburetor to intake manifold connect flange. Make sure they are tight and leak free. It they are OK, then your float setting could be too low or you carb could have dirty metering passages, in which case it's time for a good cleaning.
