I've freed up stuck valves in Wisconsin engines many times by putting the short end of an allen wrench thru the sparkplug hole and rotating it until it's over the valve, then tapping it down with a small hammer. Take the wrench out, turn the flywheel til it sticks up again and repeat. Make sure it isn't where the cam is holding it up. When it snaps back down with just a tap you're almost there. Use Kroil or your favorite juice while doing it.
