?? about old trailer brakes

Looking at buying an old trailer that looks to have house trailer axles, brake wires are cut off at some point in the past ...if a person wanted to get the brakes to work, is that possible on 20 year old brakes or is expensive? Maybe I better to buy new axles or even a new trailer... Your comments, please!
