Just take the cover off so you can see what is going on in there. Not that big of a job. Pull the fuel tank so you have extra room and get after it. I'd dump a little diesel around the bolts on the top cover to try and loosen them up. They have a tendancy of getting water in them and becoming a pain. Best of luck.
