For an old used gas tractor to dyno within 6% of its new rated rated power at rated speed (if corrected for atmospheric conditions) sounds pretty good to me. If it was just completly overhauled I'd expect it to hit rated power at rated rpm as a minimum. Generally they are a little better than the rating when new. If it smoked a bit at idle at start up and the smoke was bluish, I'd suspect some worn valve guides/seals if it was an overhead valve engine. if the smoke was blackish, I'd suspect a carb adjustment.
