Zach, try puliing out the spark plugs and see if it will turn over then. I had an 8N ford that the carburator float stuck open and it filled the cylinders with gas and the starter could only turn it about a quarter of a turn before it bound up. A bad head gasket that leaks water into the cylinder could also do the same thing.
