If what you are wanting to do is change from 16.9x38 to 18.4x34s, than yes, you will need new wheel centers. If it is 16.9x34 to 18.4x34 that you are contemplating, then no! In all likelyhood, you are not refering to 15.5x38 rubber (or smaller) on 16"(wide) rims.
