If this is a _well_ of any type, most states require you seal it up properly, & likely only a licenced person can do so. My state is like that. Be very careful trying to ignore these rules, the state has well records going way back, and will require the job be done right - whatever it costs. Your new additon not withstanding...... I would _not_ avoid the rules here. Aside from 'more govt rules', an improperly sealed well allows all sorts of bad things to filter down into your & other people's aquafer. I'd not want to put a building over such a situation, just for thinking of others & t5he environment & all.

If it is a cistern _for sure_ then others have some good thoughts.
