Gravel if it is what we call a cistern around here. A cistern here has about a 4ft. opening and was used to store water. Just dump the gravel in and it will chase the water out and settle like it should. I've filled 5 - 6 on our farm over the years and have never had to refill. If it has ever had trash thrown in it it will settle over the years.
