4020 - 6603 fuel consumption? Not much different

The 4020 was tested at Nebraska (1965) to run with a top fuel efficiency rated of 16.5 of horsepower hours per gallon of diesel fuel at 87 horsepower, 16 at 95 horse, or 14 at 84 horse. The 6603 Nebraska test (2002) rated it at 17.1 at 97 horsepower, 16 at 85 horse, and as low as 8.7 at 22 horsepower, etc.
According to the printed figures, if anything, the 4020 was MORE fuel efficient when worked at 87 horsepower. I don't know how they compare at low horsepower ratings since the 4020 was not tested that low.
