TO-35 Coil Problems

Last winter my TO-35 ran fine before I put it away in storage. Now it won't start. I have replace plugs, wires, cap, rotor, battery cables, and rerun all new electrical wiring. The starter and battery are working properly. What I have discovered is when the ignition key is turned to the "on" position, I get power to the ground terminal on the coil. I have replaced the coil, but I still get power to both sides of the coil. There is no spark leaving the coil. Any suggestions would be appreciated.
