NYS state open burnng regulations can get very complicated,
depending on town populations, etc.. We gave out many warnings
in southeastern NY for residential burning when we could have
written tickets. I recall in towns over 20,000 no burning was legal,
except lawn and leaf debris.
You're right, the local FD may be the best fix. Residential burning
may not be a priority with DEC. but all depends on the work load of
the local ECO. I know-I was one for 25 yrs.
