Give your local N.Y.S.ENCON Officer a call. Open burning of
garbage is a misdemeanor under NYS Law, minimum $200 fine.
Exceptions are for agricultural debris only. There's a good
chance your complaint might tie in with other complaints in the
area if the odor is that pervasive.

As for the golf balls, keep 'em. If Top-Flite or Titlelist, they
might be worth a few bucks at the local golf shop.
