That WAS the rules I had to but it was only if you purchased roundup ready alfalfa seed. You had to document where every bale went etc.
As of last week it has now been approved for shipping I found out and so those rules do not apply now.
Other than that issue I have no clue what you are talking about in regards to Dec deadline. I sell hay all time never heard anything else.
