I wouldn't blame the scrapyard so much as the people bringing itmes in that they could sell for more elsewhere. It seems reasonable to me that the scrapyard doesn't want their employees distracted by people coming around trying to buy stuff, taking the time to pull things apart, risking injury, keeping track of receipts, etc. That's not the business they are in.
