The bowl vent plug on bottom is usually felt or just a brass porous disc that is center punched in place. Some kits come with that but many don't now. It just keeps dirt and bugs out of the bowl vent and leaves it so excess can drain out. The seals go as you suspected the the open lips to the outside of carb and smooth flat side to the inside. Otherwise it would allow air and dirt to be sucked in.
