Zenith carb rebuild/drip plug neoprene seals

1. The parts catalog shows a felt & inner washer within
the drip plug of the carb. I can see there is nothing other
than the outer cover with the pinhole. Issue? Should a
rebuild call for a repacking of a breathable material? 2. The neoprene throttle shaft seals installation
instructions are not clear. Do you install them with the
'open' edge to the INSIDE or OUTSIDE? Based on the
principals of vacuume, it would seem the open edge of
the seal would be to the outside. Thank you.
