farmall a price

What is a reasonable offer for an early 1940s Farmall A with fair front and good rear rubber, fair to good metal condition, converted to 12 volt system, no attachments, not in running condition? Owner claims the tractor was used this summer, but he has been unable to get the engine running for the last several months. (It will supposedly run for very short periods before stalling out.) Have not been able to try it out, and have no idea about the brakes, clutch, or any drive components. Any feedback would be appreciated.
