Check around, there are primers that chemically neutralize rust. You have to clean off all the loose stuff, but no need to get down to clean, bare metal. Wire brushes are OK for small spots of rust, but blasting works much better & faster. Also, if you blast it, sand removes rust better and much faster than beads. OTOH, beads remove paint faster. Might want to look into powder coating. It puts a very tough layer of plastic over the surface & looks like paint. A good powder coating job is hard to scratch. That way you won't get scratches thru the paint that let rust get started again.
