This is pretty common on all antique tractors. If you want to really save it, you will need to pull it out and clean it up. What I do on my 8Ns is to bead blast (or wire wheel) it down to clean bare metal. You may need to weld up any rust through areas or parts that are seriously corroded before you paint. Spray some phosphoric acid on the bare metal and let it sit overnight - this will completely kill and convert any rust sitting in the pitted areas. After it dries, lightly sand the surface with 150 grit sandpaper, primer it with Rustoleum Aut Primer in the spray cans, then paint it the color and paint of your choice.

As a precaution on my 1948 8N show queen, after I cleaned the tray up and painted it, I found a battery mat at Harbor Freight that you place under your battery. If it leaks acid, this special mat soaks it up and holds it away from the metal.
